All right, after some thought on the subject, I decided it was perhaps time to elaborate on the legendaries of Pokemon. To make things simple, I will quote an aptly described thread on another forum that I am part of.
Regarding Capturing Legends:

Regarding Capturing Legends:
RP characters will now be allowed a maximum of one legendary each.
The reason being this: for years now in the anime there have been several characters who have owned Legendary Pokémon. As far back as the Battle Frontier, trainers like Nolan and Brandon were shown to have Legendary Pokémon. In the Sinnoh League we saw a couple of people with legenderies as well, mainly a Heatran cameo, and then the trainer with the Darkrai and the Latios.
Not all Pokemon are one-of's, and as Ash so demonstrated, (weaker) legendaries can be defeated. And, come on: how many of our characters could beat up Ash? Most of them I hope So it's logical that they can be captured.
Now, there is one condition to obtaining a legendary. You won't be able to just go "OH SNAP DIGGITY" and go edit one into your character's profile. No sir. Legendaries must be earned. How? You may PM me with links to your character bio, with details on how you plan to capture the legendary. Prepared to be denied if it is not convincing or difficult.
(Note: You only need our permission for a fan-fic if you plan to use that character in RP. If all you do is write and you don't RP then go crazy.)
If you're a good and trusted RPer then our answer will likely be yes. This means that you are mature and that your posts match a certain level of quality. This allows for new members who are good RPers to get in on the action as well. Character's must be very good trainers, especially with the more powerful legendaries. If you're a good RPer, but you have a newbie trainer, then your request will be denied.
If you manage to complete your RP/fic then hooray for you. Your character now has a legendary Pokémon :3 Now, with great power comes great responsibility. Don't abuse the privilege. You may use the legendary in RPs that you create, but you should ask for permission to use it if you join another person's RP. Don't bust into a tournament, sweep everyone, and take win just "because you have a legendary". Several of our well developed characters, including my own, will give most legendaries a run for their money, and so tournaments won't be "easy". This also means that you can't do that in your own RP either. If you abuse with your legendary then you will be talked to /harshly/ with the use of your legendary suspended or removed altogether. Basically what I'm trying to say here is don't godmod with your legendary, because they're not /that/ strong. (The ones you're allowed to use at least.)
