It's a possibility since it derives from the mentioned works. But I'm not positive about it effecting fanfics and RPing, it's just something that could happened if it passed.

Wonder what dork came up with this wonderful bill? *Rolls eyes* Shouldn't the goverment be worrying about running out of money and stuff instead of messing with stuff like this?

Well, like the video says, they have one group of lobbyists whispering in their ear, pushing for this bill. It's a serious problem.

This is the dumbest thing I've ever heard. Like what Rowen said: there are much bigger fish to fry than silly music videos and RPs. And this would be something that deletes like half the internet, really. And what about video game bands that use game songs and cover them? What about t-shirts people wear all the time? What about the billions of stories and RPs already online everywhere on the internet (since the internet EVER existed)? What about the fanart on DeviantArt? This is much too big a thing for a single law to handle. Not to mention that it's a violation of American rights. We can write whatever the hell we wanna write about. RPs are included in that, no matter the content.

Mmmhmm. Unless the original creator of a particular work states otherwise, fanworks are technically legal. Very few authors/creators refuse to allow such works, because all of the fan media only touts about how worthwhile spending your money is.

Like the videos also state, it's a blanket law that will probably get overturned when the internet basically stops, after months of arguing why it should get overturned.
If you're a US citizen, please write your congressman/congresswoman.
