Crime Syndicates, the crux of the plot. The main region conflict. Something beyond personal challenge.
Sector - Kali:
Kali is fanned out across all of Johto, under the leadership of both Rocket and Cipher connections. Named after the fabled Goddess of Destruction, their current goal is to utterly obliterate any rebellion or will power to throw them from the region. A good majority of the time, though, their actions are rather like a snake ... Slowly but surely winding around their opponent, then squeezing the life out of it. Stealth is one of their stronger points, thus they manage to avoid general detection a fair amount of the time. The only main identifier is a card-key on a chain, with the golden colored letters "RC" together, and Kali written on the back of it. They wear no uniforms, easily blending with the population. Deception runs high, as does betrayal.
Their actions are enough to keep Johto on its toes, but not enough to make everything come to a standstill. Life continues as it did, for the most part. Only now, wariness is interwoven in almost everything. School, festivals, pokemon related things ... All keep going, but with an added amount of mixed emotions.
Sector - Rocket:
Giovanni has finally returned to the head of his organization, much to the pleasure of his administrators. All of their efforts in the first attempt at the siege of Johto had paid off, two years later. Artemis and Apollo, with their signature pokemon being a lunatune and solrock, were given the honor of taking reign of the Kali sectors.
But, the Rockets still make their appearances in Johto. Crime begets crime, and someone is always profiting. Even so, their raids and uniformed numbers are cut back, relying on their partnership to pull through. Even so, Giovanni is not one to be idle. Thoughts are always brewing, plans formulating as backup and for reference later. He refuses to lose a third time.
Sector - Cipher:
After Es Cade's and Greevil's defeats in Orre, the one whom had taken lead was not what anyone would suspect. Rather than any of the newer administrators attempting to take lead, it was a the dishonored and original, Nascour. But, his past with Cipher earned little to none jest, due to the way he enforced his rules and plans. Harsh punishment befell to anyone who failed, including those of the administrators that had chosen to return or stay.
Ein, Lovrina, and surprisingly enough both Ardos and Eldes. All four greatly increased the productivity of their organization. However, Nascour was not one to take risks of history repeating itself. Cipher had been thoroughly thrashed by two mere teenagers in the past. It was time to move east, to Johto. While the brothers prove grand assets to his organization, he is also suspicious of Eldes. The red haired trainer had impeded the last reign of shadows, when things were crucial. Now when things were getting lively again, he tended to disappear for hours at time. He often said he was tending to his father, however ... Nascour had other thoughts.
Even after pairing up with the well endowed Rocket leader, Cipher's new headmaster remains prudent. Wary of betrayal in his own ranks.
