All right, I figured I'd make a list of pokemon/types that telepathy are allowed in. It will make everyone's life easier, and make RPing itself more interesting.
Types:
Psychic
Ghost
Dragon
Specific Pokemon:
Vulpix/Ninetails
Absol
Riolu/Lucario
Others pending. Will be considered upon request and reasoning.

What about Kyogre? He's super special awesome. I think he deserves Telepathy.

Well, doesn't he seem like he should have telepathy?
He just seems like a Pokemon who would have it.
Like a giant blue aquaman.
Perhaps just with other Water Types?

Mmm ... Still, it doesn't seem very likely. Besides, all pokemon can converse with one another anyway. You just have to write from the pokemon's perspective, which makes things very interesting all together.

Telelpathy'd be really hard to RP, I think. You'd have to PM each other what you're supposed to be thinking...

Not really. Telepathy would be italicized text, but otherwise written like normal dialogue. Its easier than you think.

Can Metagross have it.... actually it does.... it says on it's profile
Wiki: Metagross mostly relies on its massive strength. It can also use psychic abilities, including the ability to render its massive body airborne by telekinesis.

Look at the first post. It says "Psychic", and Metagross is half psychic type. So, yes.
